You will not be allowed to go out of the walls. The risk out there, ask yourself is it really worth the reward? Think about the risks honestly, all for a card. That being said if you are certified with the clean-up team for this stuff you will be allowed to go out the walls with the proper equipment and gear.
You may be asking "There's a card I want that resides outside the walls" there are many powerful cards you can get without going, you have to realize that inside the walls is a whole region! Not some small area, so inside the walls is a MASSIVE area with many places to go and adventures to explore, it's not worth the risk. If you do decide to go aganist the walls, there are security cameras and a defense team 24/7, if you are caught you will be exiled from Academy on the spot. So if you want to go out the walls, try your luck.
